City of Monroe January 11 City Council Meetings

City of Monroe recently issued the following announcement.

Please note that the January 11, 2022 Strategic and Regular City Council Meetings will be held in person.

The public hearings may be held in person in the Council Chambers located at City Hall, 300 West Crowell Street in Monroe, North Carolina, or may be held remotely, with members of the public able to access the remote meeting at the City’s YouTube channel at https://www.youtube.com/channel/UCzrGKOKR72fmCEn7D0f9mlg.  Prior to the January 11, 2022 Meeting of the City Council, notice will be posted on the City’s webpage advising if the meeting will be held in the Council Chambers or remotely.

In the event that the meeting is held in person, due to the increased risk of exposure and possibility of transmission associated with the Delta strain of COVID 19, all guests, staff, and officials will be required to wear face masks at the January 11, 2022 Monroe City Council Strategic Planning (4 p.m.) and Regular (6 p.m.) Meetings at Monroe City Hall.  As additional precaution, the number of guests will be limited to the number of available seats inside the Council Chambers.  There will be an additional room with limited seating for guests to hear the proceedings until they are called to speak.  The mask requirement and seating limitation will be enforced by law enforcement.

The Meetings will be recorded and posted for the public to watch on the City of Monroe YouTube channel at Monroe North Carolina Government https://www.youtube.com/channel/UCzrGKOKR72fmCEn7D0f9mlg?   The Agenda Packets for the meeting are scheduled to be published on January 7, 2022 and will be accessible at the following link:  https://monroenc.civicclerk.com/web/home.aspx.

PUBLIC COMMENT PERIOD (Written submission deadline January 10, 2022 at 3:00 pm)

Citizens interested may appear in person, if the City Council Meeting is held in person, and speak before City Council during the Public Comment Period held at the Regular Meeting at 6:00 p.m. or submit a written comment.  A public comment on a matter that is or has been the subject of a public hearing is not permitted under City Council’s Public Comment Rules (https://www.monroenc.org/Portals/0/Resolution%20R-2019-23.pdf?ver=2020-11-26-115837-000).  To submit an electronic comment, please use the following link: https://weblink.monroenc.org/Forms/Publiccomment

The form must be completely filled out to be accepted.  Individuals may mail a written public period comment to the following:  City Clerk, City of Monroe, P.O. Box 69, Monroe, NC 28111-0069.  No electronic or written comment will be read at the City Council Regular Meeting; however, the comment will be attached to the City Council Minutes for the January 11, 2022 City Council Regular Meeting, and provided to the City Council prior to the January 11, 2022 Regular Meeting.  Submissions should be provided in sufficient time to be received by Monday, January 10, 2022 at 3:00 p.m.  Any written submissions not received by the 3:00 p.m. January 10, 2022 deadline will not be provided to Council.

PLANNING AND ZONING PUBLIC HEARINGS (Written submission deadline January 7, 2022 at 5:00 pm)

Citizens interested may appear in person and speak before City Council at the City Council Regular Meeting.

Any written submission for a rezoning hearing must be provided by 5:00 p.m., Friday, January 7, 2022.  This includes petitions from residents to be provided to the Council.  No written submissions to Council provided after the Friday, January 7, 2022 deadline will be accepted for the January 11, 2022 Meeting.  Citizens are reminded that under North Carolina General Statutes Section 160D-603, the deadline for a written statement or written materials in support of or in opposition to a rezoning is Friday, January 7, 2022 at 5:00 p.m.  Any submission provided after this deadline will not be accepted and even if handed to Council at the Meeting, it will be rejected and not provided to Council.

North Carolina General Statutes Section 160A-58.2, you must be a resident of the City of Monroe to submit a written comment or appear in person to speak before Council on the sufficiency of an annexation petition or the desirability of the annexation.  If you do not meet the requirements of State law and are not eligible to appear and be heard on the annexation, your comment on the annexation will not be provided to City Council.  If you choose to speak on the annexation at the Council, you will not be permitted to address the Council on the annexation.

With respect to a rezoning, under North Carolina General Statutes Section 160D-603, if you are not a resident of the City of Monroe, the City cannot accept your written comment on a rezoning.  However, you may appear at the Council Meeting and speak in person on a rezoning.
